توضح سياسة الخصوصية هذه القواعد والإجراءات المعتمدة لدى وزارة الداخلية في جمهورية العراق المتعلقة بجمع معلوماتك وحمايتها واستخدامها والإفصاح عنها عند استخدامك لتطبيق "الموارد البشرية" الرقمي، وتبين حقوق الخصوصية المكفولة لك بموجب الأنظمة والقوانين الوطنية المعمول بها.

اننا نستخدم بياناتك الشخصية لتقديم الخدمة وتطويرها بشكل امن ومؤسساتي، وبمجرد استخدامك للخدمة، فأنك
توافق بصفة رسمية على جمع المعلومات واستخدامها بما يتوافق مع بنود الضوابط المبينة أدناه.

 . أولاً: التفسيرات والتعاريف

1- التفسير المصطلحات والعبارات الواردة في هذه السياسة تمتلك معانٍ محددة ومقيدة بالتعاريف واللوائح القانونية المذكورة أدناه، سواء وردت بصيغة المفرد أو الجمع.

2- التعاريف الآتية:

الحساب الشخصي: يعني حساباً رقمياً فريداً ومؤمناً يتم إنشاؤه لمنسوبي الوزارة للوصول الحصري إلى خدمات التطبيق.
التطبيق (الخدمة): يشير إلى تطبيق الهاتف المحمول الخاص بـ (الموارد البشرية) المخصص لإدارة شؤون منسوبي وزارة الداخلية.
الجهة المالكة والمسؤولة: تشير إلى وزارة الداخلية في جمهورية العراق، المقر العام، بغداد.
البيانات الشخصية: أي معلومات رسمية ترتبط بفرد معين تم التحقق من هويته، أو يمكن التعرف على هويته من خلالها بشكل مباشر أو غير مباشر.
بيانات الاستخدام: البيانات التي تجمع تلقائياً، والناشئة عن طبيعة استخدام الخدمة أو البنية التحتية للتطبيق (مثل سجلات تسجيل الدخول الأمنية والتشخيصية).
 

. ثانياً: أنواع البيانات المجمعة وآلية معالجتها
1- البيانات التعريفية الشخصية أثناء استخدام الخدمة، يتطلب التطبيق معالجة معلومات تعريفية رسمية للتحقق
والربط الوظيفي، وتشمل على سبيل المثال لا الحصر:

·       الاسم الكامل (الرباعي واللقب).

·       الرقم الوظيفي / الرقم الإحصائي / الرتبة العسكرية.

·       رقم الهاتف المحمول المعتمد.

·       عنوان العمل التابع للتشكيلات الإدارية للوزارة.

2- بيانات الاستخدام والأمن الرقمي تجمع بيانات الاستخدام تلقائياً لأغراض المراقبة الأمنية ومنع الاختراقات السيبرانية، وتتضمن: عنوان بروتوكول الإنترنت (IP Address)، نوع وهاتف الجهاز المحمول المستخدم، نظام التشغيل، ومعرفات الأجهزة الفريدة، وسجلات الكشف والتشخيص البرمجي.
3- أذونات الوصول والبيانات الحيوية المعالجة (والذكاء الاصطناعي) لتوفير ميزات التطبيق التنظيمية وتسهيل التحقق الرقمي، يتطلب التطبيق الحصول على أذونات مسبقة وصريحة للوصول إلى:

·       الكاميرا ومكتبة الصور: لالتقاط ومسح المستندات الرسمية (الهويات والبطاقات التعريفية) ولإجراء ميزات التحقق من الوجه.

·       تقنيات الذكاء الاصطناعي والمعالجة الذكية : يستعين التطبيق بحزم المعالجة المتقدمة لقراءة النصوص وتدقيق ملامح الوجه للتحقق من هوية المنتسب ومطابقتها. المعالجة الأساسية لهذه البيانات الحيوية تتم محلياً على الجهاز لضمان أقصى درجات السرية، ولا تشارك هذه البيانات الحيوية مطلقاً مع أطراف ثالثة لأغراض تجارية أو إعلانية.

·       الموقع الجغرافي: قد يطلب التطبيق تحديد الموقع لتأكيد التواجد ضمن النطاقات المحددة وتقديم ميزات ترتبط ببيئة العمل الرسمية.

. ثالثاً: أغراض استخدام البيانات الشخصية
تلتزم وزارة الداخلية باستخدام البيانات المجموعة للأغراض الإدارية والأمنية البحتة التالية:

·       توفير الخدمة وصيانتها: إدارة شؤون منسوبي الوزارة بما في ذلك الإجازات، العلاوات، الترقيات، والرواتب، ومراقبة الاستخدام السليم للتطبيق.

·       إدارة الحسابات الوظيفية: لتنظيم صلاحيات الدخول ومنع انتحال الشخصية أو الوصول غير المصرح به لمعلومات الوزارة الحساسة.

·       التواصل الأمني والإداري: لإرسال الإشعارات والتبليغات الفورية، وتحديثات الأمن السيبراني الهامة لضمان سلامة استخدام التطبيق.

·       الامتثال والأمن السيبراني: لمكافحة الاحتيال الرقمي، وحفظ السجلات الأمنية والتحقيق في أي إساءة استخدام مرتكبة ضد النظام.

. رابعاً: توطين البيانات وحمايتها (السيادة الوطنية)

بند السيادة الأمنية: تخزن وتُعالج جميع البيانات والملفات الخاصة بتطبيق الموارد البشرية داخل خوادم (Servers) مركزية ومستضاف محلياً تابعة وخاضعة للإشراف الكامل لوزارة الداخلية في جمهورية العراق.
تطبق الوزارة أعلى معايير التشفير (Encryption) والتأمين المادي والبرمجي لضمان عدم نقل أو استضافة أي بيانات خارج الحدود الوطنية تحت أي ظرف من الظروف.
. خامساً: سياسة الاحتفاظ بالبيانات وحذف الحساب

تلتزم الوزارة بالامتثال التام لمعايير المتاجر العالمية مع الحفاظ على القوانين السيادية:

حذف الحساب من التطبيق: يتيح التطبيق خياراً واضحاً للمستخدم لطلب إلغاء تنشيط وحذف حسابه الرقمي من التطبيق والحد من وصوله للخدمات الإلكترونية عبر الهاتف.
الاحتفاظ بالبيانات القانونية: إن حذف الحساب من التطبيق يقتصر على إزالة بيانات الدخول والمعلومات المؤقتة من الهاتف، ولا يترتب عليه إطلاقاً مسح أو حذف السجلات والمحفوظات الوظيفية الأصلية للمنتسب، حيث تظل محفوظة في قاعدة البيانات المركزية للوزارة وفقاً للقوانين واللوائح العسكرية والمدنية لجمهورية العراق وبما تقتضيه المصلحة الوطنية والأمنية.
. سادساً: الإفصاح والجهات الخارجية

لا يتم الإفصاح عن البيانات لأي جهات تجارية. يقتصر التعامل مع مزودي الخدمة التقنية على توفير البنية التحتية للمنظومة وفق عقود والتزامات صارمة بعدم استخدام البيانات.
ويتم الإفصاح عن البيانات فقط استجابة للأوامر القضائية الصادرة من المحاكم العراقية المختصة أو لمتطلبات تنفيذ القانون وحماية الأمن العام.
. سابعاً: الخصوصية والتواصل

هذا التطبيق مخصص ومقيد بمنسوبي وزارة الداخلية الرسميين البالغين، ولا يخاطب الفئات العمرية دون السن القانوني (تحت 13 عاماً).
يحق للوزارة تحديث هذه السياسة دورياً تماشياً مع المتطلبات الأمنية والتقنية، وسيتم إخطار المستخدمين بأي تعديل بشكل فوري عبر إشعار رسمي داخل التطبيق.
للاستفسارات الأمنية أو الدعم الفني، يرجى التواصل مع مديرية الاتصالات والنظم المعلوماتية عبر القنوات والمنصات الرسمية لوزارة الداخلية.
 

This Privacy Policy outlines the rules, procedures, and standards adopted by the Ministry of Interior (MoI) of the Republic of Iraq regarding the collection, protection, use, and disclosure of your information when you use the "Human Resources" digital mobile application. It informs you of your privacy rights and how applicable national laws protect you.

We use your Personal Data to provide, secure, and improve the Service within an institutional framework. By using the Service, you officially agree to the collection and use of information in accordance with this Privacy Policy.

 

. 1. Interpretation and Definitions

A. Interpretation The words of which the initial letter is capitalized have meanings defined under the following conditions. The following definitions shall have the same meaning regardless of whether they appear in singular or in plural.

B. Definitions

Account: Means a unique, secured digital account created for MoI personnel and employees to access the exclusive functionalities of the Service.
Application (Service): Refers to the Human Resources mobile software program provided and managed by the Ministry of Interior.
The Organization (We/Us/Our): Refers to the Ministry of Interior of Iraq, General Headquarters, Baghdad.
Personal Data: Any official information that relates to an identified or identifiable individual registered within the MoI systems.
Usage Data: Data collected automatically, either generated by the use of the Service or from the Service infrastructure itself (such as secure login timestamps and system diagnostic logs).
 

. 2. Types of Data Collected & Processing Methods

A. Personally Identifiable Information While using Our Service, the Application requires the processing of official identification details to ensure administrative verification, including but not limited to:

Full Name (Quadruple name and Title).
Employee ID / Statistical Number / Military Rank.
Authorized Mobile Phone Number.
Official workplace assignment within the MoI administrative units.
B. Usage Data and Cybersecurity Monitoring Usage Data is collected automatically to support cyber-defense operations and prevent unauthorized intrusion. This data includes your Device`s Internet Protocol address (IP address), mobile device type, operating system version, unique device identifiers, and other technical diagnostic logs.

C. App Permissions and Biometric/AI Processing To enable regulatory features and facilitate secure identity verification, the application requires prior and explicit permission to access:

Camera and Photo Library: To capture and scan official credentials (ID cards, badges) and perform necessary facial verification features.
Artificial Intelligence & Processing Libraries: The application utilizes advanced processing framework packages to recognize text and verify facial characteristics for security matching. The core processing of this biometric text data is conducted locally on the device to guarantee absolute privacy, and is never shared with third parties for commercial or advertising purposes.
Location Data: The application may request access to geographical location parameters to confirm presence within specified work perimeters and provide localized official features.
. 3. Purposes of Using Personal Data

The Ministry of Interior processes the collected information strictly for the following administrative and security mandates:

To Provide and Maintain the Service: To manage personnel affairs (including leaves, promotions, allowances, and salaries) and monitor the proper usage of the application.
To Manage User Accounts: To govern access rights and prevent identity theft or unauthorized access to sensitive government data structures.
·       For Administrative and Security Communications: To send push notifications regarding official announcements, administrative notices, and vital cybersecurity updates.

·       For Compliance and Cyber-Defense: To combat digital fraud, maintain secure audit logs, and investigate any misuse or malicious actions directed against the network.


 . 4. Data Protection and Localization (National Sovereignty)

 Security Sovereignty Mandate: All data, records, and information pertaining to the Human Resources Application are stored and processed inside centralized, secure local servers hosted and fully supervised by the Ministry of Interior within the physical borders of the Republic of Iraq.
The Ministry enforces state-of-the-art encryption standards along with robust physical and software security protocols to ensure that data remains localized and protected against cross-border data transfers under any circumstances.
. 5. Data Retention and Account Deletion Policy

The Ministry balances compliance with global app store standards alongside sovereign regulatory laws:

Account Deletion from the App: The application provides a clear option for users to request the deactivation and deletion of their digital account from the mobile interface, terminating mobile access to the services.
Legal Data Retention: Deleting the account from the mobile application is strictly limited to removing authentication credentials and temporary cache data from the handset. It does not result in the deletion or erasure of the employee`s original official employment history or records. All such records remain securely maintained within the central databases of the Ministry of Interior in accordance with the military and civil service laws of the Republic of Iraq to protect national and administrative security interests.
. 6. Disclosures and Third-Party Restrictions

The Ministry of Interior strictly prohibits selling or sharing personal or biometric data with commercial entities.
Disclosure only occurs to technical infrastructure providers under highly restrictive non-disclosure agreements, or when legally compelled by valid judicial orders issued by competent Iraqi courts or for law enforcement and public safety enforcement protocols.
. 7. Compliance and Contact Information

This application is restricted exclusively to adult, authorized personnel of the Ministry of Interior and does not address anyone under the age of 13. The Ministry reserves the right to update this policy periodically to align
·       with evolving security and technological frameworks. Users will be notified immediately of any updates via an official in-app alert.

·       For security inquiries or technical support, please contact the Directorate of Communications and Information Systems through the official channels of the Ministry of Interior.
